Background on the UCPR Project and Steering Committee
The Government of Canada, in collaboration with Alto, has announced its intention to move forward with the development of a high-speed rail network in Eastern Ontario. The first phase of this initiative focuses on the Ottawa–Montreal corridor, which would cross the territory of the United Counties of Prescott and Russell (UCPR) and could have direct or indirect impacts on all municipalities in the region.

To ensure that the UCPR has the necessary information and can participate adequately in the federal consultation process, the UCPR Council has established a high-speed rail steering committee. This committee includes municipal representatives from each of the UCPR municipalities, as well as key members of the UCPR administration.

Objective of the Steering Committee

The Steering Committee's mandate is to promote information sharing and ensure a coordinated regional approach as the project progresses. Its responsibilities include:

  • Reviewing information provided as part of the federal consultation process, including proposed routes, timelines, and potential impacts on local communities.
  • Identifying regional opportunities, issues, and considerations related to transportation, land use planning, economic development, environmental aspects, and municipal infrastructure.
  • Ensuring clear and consistent communication among all UCPR municipalities.
  • Preparing reports and formulating strategic directions to support UCPR decision-making throughout the project's evolution.

The warden will act as the official representative of the UCPR's regional position in discussions with Alto, the Government of Canada, and other relevant partners.
